A new information tool
for seniors living in private seniors’ residences
Quebec City, November 30, 2020 – The Fédération des centers d’assistance et d’accompagnement aux plaintes (FCAAP) is pleased to announce the launch of a brand new web page, aimed at seniors looking to be better informed about leasing in private seniors’ residences (RPA}. They will also find information on the support offered by Quebec’s CAAPs.
Based on the theme Inform, Help, Accompany, this new tool, accessible via the FCAAP website [fcaap .ca/rpa], will help seniors living in RPPs and their families to better understand the rights and obligations associated with their lease.
They will also be able to learn more about the CAAP lease information and support service, offered by the Centres d’assistance et d’accompagnement aux plaintes (CAAPs) throughout Quebec1, and intended for people living in RPPs who encounter problematic situations with their residence.
These include, for example, renewal notices and rent increases, the quality of services received and, more recently, unjustified billing for housekeeping services not rendered due to the pandemic. Our advisors are here to help you solve this type of problem!
Through this web page, we invite anyone facing such situations to contact the CAAP advisors in their area. They will provide you with relevant information, personalized assistance and the support you need to take the right steps.
“We are convinced that this new tool will make it easier for seniors to access essential information related to their lease, that they will be able to easily assess the extent of the solutions available to them in the event of difficulties with their residence, and that they will now know where to turn for help,” says Nathalie Dubois, Acting Executive Director of the FCAAP.
In the Laval region, the Dira-Laval organization offers the equivalent of the Caap service on leases to people living in private seniors’ residences.
The creation of this web page is part of the plan to roll out the new CAAP service on the lease and to produce various information and promotional tools for the service, for which the Fédération des CAAP has received financial assistance from the Quebec government. A campaign of
promotion on social networks will also be set up to promote this new tool to the general public.
About CAAP
CAAPs are regional community organizations mandated by the Minister of Health and Social Services to assist and support users of the health and social services network who wish to file a complaint when they are dissatisfied with the care or services they have received.
In 2019, the Ministère des Affaires municipales et de l’Habitation has also mandated CAAPs to assist and support people living in private seniors’ residences (RPAs) in settling their lease disputes.
CAAPs are present in every region of Quebec, and their services are free and confidential.

The Fédération des CAAP (FCAAP) brings together most of the Centres d’assistance et d’accompagnement aux plaintes (CAAPs). Its mission is to represent member CAAPs in dealings with the political, administrative and financial authorities concerned, to support them in the deployment of their mission, to increase their influence and to develop content expertise on targeted subjects of public interest in health and social services.
